Not during the blow-up process, but if you then project that theatrically, unless it's a really old cinema, the top and bottom will be cut off.
16mm is in a 1.33:1 ratio, which was standard up until about 40 years ago, but now very few films are shot in full frame and so most films are at least 1.85:1, and so theatres are equipped for this ratio.

I don't really remember where I heard this, but does anyone know if the top and bottom of a 16mm image gets cut off after it is cropped to fit a 35mm frame?

Where are you located??
Yes, it does matter just like Europe and North America have different TV standards there are different film print standards. Europe is a 1.66 standard which is why S16 was born there and took much longer to take off in N. America.

If you are in Canada then I would look into some labs in NYC and Toronto for East and if you are in the West then I would look at San Francisco or LA. It shouldn't cost to much really. It is about the same to go from HD to Film as it to go from S16 to 35mm AP.
If you really need lab names I might be able to get you some.
